Is it true that after 3 starts with the MIL that the dealer's DRB tool will be needed to clear the code?


I have never heard this. This is what the FSM says:
When any emission DTC is set, the MIL is turned on and when the MIL is on, it takes 3 good "trips" to turn the MIL off. What a "trip" is depends on what type of DTC is set.

After the MIL is off, the PCM will self-erase the DTC after 40 warm-up cycles (as opposed to a good "trip"). A warm-up cycle is counted when the ECT sensor has crossed 160F and has risen by at least 40F since the engine has been started.
